Telecommunication Infrastructure

Wireless Telephone Industry
Poor telecommuications infrastructure throughout the former Soviet block have caused businesses and consumers to become increasingly interested in wireless telephone services. One reason for this is that it is easier and much less expensive to install equipment for mobile phone service than to upgrade the existing terrestrial infrastructure. Countries like Hungary, which had a waiting list of 10-15 years for a new phone line are considering bypassing the terrestrial lines altogether. The Czech Republic's terrestrial infrastructure is good enough to upgrade, but nonetheless, the demand for mobile telephone service has been rising.

The Czech Republic's central location in Europe has also been cited as a reason for foreign investors to focus on the moblie telecommunications industry. Two companies were granted GSM licenses to provide mobile voice services. Eurotel is a joint venture with SPT Telecom and US West-Bell Atlantic. RadioMobil was formed according to an agreement with Ceske Radiokomunickace and Tmobile, a consortim of German DeTeMobil, Italian STET, and three local companies. It is expected that by the year 2000 1 million people will use their services. The Czech government is considering a third license which will be decided by early 1999.

In addition to traditional mobile services which must eventually pass through the terrestrial network, RadioMobil has recently begun offering mobile services through the Internet, bypassing SPT's monopoly on international calls. While the quality of the lines is slightly inferior, the cost is half that of terrestrial phone calls. A call to New York is $.62 US vs. the usual $1.10 US. Calls go to cellular base stations, are routed to RadioMobil's central office and are then converted into digital packets. These are sent to a GlobalOne central data router and on to Deutsche Telecom's Internet gateway in Germany. RadioMobil has been able to offer this service despite protests of SPT Telecom no specific laws prohibit this activity.
